JOB TITLE: Payroll Specialist

SALARY: Starting at $65,000, commensurate with experience

 

 

PRIMARY PURPOSE:

 

Coordinates and processes all information required for the bi-weekly processing of the District’s payroll and all associated financial systems.  Distribute all vouchers, paychecks and ACH’s to the appropriate employee and/or financial institution.

 

REPORTING RELATIONSHIP:

  • The Payroll Specialist reports directly to the Director of Finance.
  • Works cooperatively with other administrators, supervisors, and staff to perform job responsibilities.

 

TERMS OF EMPLOYMENT:

Work Year: 12 month

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

The list is intended to be illustrative rather than complete and serves to show major duties and responsibilities and does not express or imply that these are the only duties to be performed by the incumbent in this position.  The employee will be required to perform any other position-related duties requested by the Chief Financial Officer and Director of Finance.

  1. Coordinate, process and maintain employee payroll database including, but not limited to: process payroll deduction changes, maintaining salary data information, process payroll reconciliation and process PSERS/VOYA upload information.
  2. Review and process all hourly timesheet information and salaried attendance data for bi-weekly payrolls.
  3. Process all tax and other agency payments deducted via payroll and employer contributions.
  4. Prepare reports regarding payroll and benefit information as requested including, but not limited to, budget reports, negotiations information, wage changes, federal, state and local reporting and PSERS/VOYA retirement reporting.
  5. Research and respond to inquiries by employees and various agencies including, but not limited to PSERS, taxing agencies, domestic relations and student liens.  
  6. Creation and processing of all quarterly and annual tax returns.
  7. Creation and distribution of all W-2 forms.
  8. Work collaboratively with the Human Resources Department to ensure accuracy in all benefit, pay rate, and deduction data.
  9. Maintain employee payroll files including, but not limited to, timesheets, tax forms, PSERS data and other applicable  information.
  10. Maintains payroll operations by following policies and procedures, and reporting needed changes.
  11. Maintains employee confidence and protects payroll operations by keeping information confidential.
  12. Other duties as assigned. 

 

QUALIFICATIONS & PHYSICAL REQUIREMENTS:

  • College diploma preferred, business office training/experience required
  • Minimum of two years of prior experience working with payroll systems.
  • Strong knowledge of payroll tax regulations.
  • Strong communication skills both oral and written.
  • Working knowledge of financial reporting and public accounting
  • Strong knowledge of computer software programs including database programs, word and spreadsheet programs including the ability to utilize formulas and work with numbers.
  • Knowledge of EFinance and Powerschool preferred
  • Organized, detail oriented and analytical skills
  • Ability to work as a team member as well as independently
  • Strong interpersonal and communication skills
  • Ability to accurately handle detailed assignments
  • Ability to multi-task and be accurate in completing assignments
  • Handle confidential information
  • Maintain stamina during the workday
  • Concentrate on tasks
  • Have specific vision abilities; to include close vision and the ability to adjust focus
  • Need to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Operate a computer and other office productivity machinery, such as calculator, copy machine, and computer printer
